This is the part that tricks people. Bilguun's Hideout isn't ground level. It's up on debris, like a rough little shelter someone slapped together above the ruins. If you keep your view at eye height, you'll stroll right past it and swear the guide is lying. Once you're at the southeast wall, scan upward for a platform-ish mess of scrap and boards. Then find the rubble pile that acts like a ramp. Climb carefully, because you're exposed for a few seconds and it's the worst time to get jumped.
When you pull yourself into that raised "treehouse" spot, slow down for a beat and actually listen. Footsteps, machine patrols, stray shots nearby, all of it matters up there. Loot what you need to complete the objective, then drop back down the way you came instead of trying to freestyle a new exit route.
